The new Secretary General of OPEC is visiting the University of Dundee on Monday 30 April to open the Centre for Energy, Petroleum and Mineral Law Policy's annual international oil and gas conference.

Ali Rodriguez Araque is a lawyer, intellectual, oil policy-maker and a former guerrilla leader. He has been a member of the Republic of Venezuela since 1983.

Professor Thomas Walde, Director of the Centre said: "We very much welcome Ali Rodriguez's visit. He is one of the chief architects of OPEC's surprising recovery and dominant role in the international energy markets.

Ali Rodriguez is a former labour lawyer and appreciates in particular the issues of poverty in the third world, perhaps different from some of the rich men who dominate the global petroleum markets. It is natural for him as someone with a keen interest in law to visit CEPMLP - the world's premier academic institution in the field of energy law."

Community rights and cross-border pipeline transit of oil are becoming increasingly important issues in the petroleum industry. The conference will discuss how these issues affect the relationship between host governments and investing companies, and the legal, regulatory and tax implications of petroleum projects.

Other speakers at the conference include William Cairns, Chairman of the International Council for Oil and Environment, Jean-Christophe Fueg of the International Energy Agency and Thomas Walde, Director of CEPMLP.ENDS
